About the RivCoParks Long-Range Facilities Master Plan
RivCoParks is the County’s regional steward for a diverse network of regional parks, open spaces, nature centers, and historic sites. These are places where we enjoy nature, spend time with family and friends, learn about local history, and experience what makes Riverside County unique.
Now, RivCoParks is planning for the next 10 years.
This Long-Range Facilities Master Plan will help guide how parks and facilities are maintained, improved, and expanded over time. It builds on RivCoParks’ 2023 Strategic Plan and turns those goals into a practical roadmap for where investments are needed most. The plan will combine technical assessments of facility conditions with input from staff, partners, Tribal communities, and the public about today’s experiences and future needs. This will help address aging infrastructure, improve amenities and visitor experiences, and create a more sustainable and resilient park system for the future.
Project Timeline
The RivCoParks Long-Range Facilities Master Plan kicked off in May 2026 and will take about a year to complete. The project is organized into four phases, which will serve as a guide through the initiation, development, and completion of the plan. Throughout the duration of the project, there will be opportunities to engage with the project team to help define goals and priorities, develop ideas, and review proposed plans for the future of RivCoParks facilities. Phase 1: Listen & Learn (Summer & Fall 2026)
Just after the project kick off, Phase 1 will begin. This phase focuses on developing a better understanding of the existing condition of park facilities by meeting with RivCoParks leadership and staff, community organizations, and Riverside County communities to understand RivCoParks facilities are currently used, and how locations could be improved to better meet community needs. Phase 1 sets the foundation for developing the Long-Range Facilities Master Plan that will be used to guide the continued development of park facilities.
Phase 2: Define Priorities (Fall 2026)
Following the completion of Phase 1, Phase 2 will clearly define priorities for the Long-Range Facilities Master Plan. Priorities are overarching goals to guide the development of facility improvement recommendations at each RivCoParks location. Priorities are rooted in input from community, staff, and partners during phase 1 engagements.
Phase 3: Map the Ideas (Winter 2026/2027)
Phase 3 is where specific recommendations are developed for each RivCoParks location. Recommendations are built on what was learned during Phase 1 and organized into priorities during Phase 2. Recommendations will provide specific guidance on how to address existing conditions and improve user experiences that are unique to each location while also helping to strengthen the RivCoParks system.
Phase 4: Create the Path Forward (Spring 2027)
Phase 4 focuses on putting the Long-Range Facilities Master Plan into action. This phase will organize key recommendations into near-, mid-, and long-term to help address existing facility needs and improve user experiences. The plan will also assist RivCoParks in identifying key sources to help make the recommended improvements possible.
